The City of Eugene City Council held a work session on October 28, 2026. Council adopted, by a 6–1 vote, an ordinance requiring a residential energy performance score to be disclosed when a home is listed for sale; implementation is anticipated for April 28, 2027. The program is expected to use independent assessors, with plans to train about 10–15 additional assessors and provide free scores to eligible low-income sellers if funding is available. Staff described possible agreements with Earth Advantage, including an estimated one-time cost of $25,000–$30,000 and an ongoing fee of about $5,000 annually for access to its systems. The discussion also cited an estimated $150 assessment cost for an average home and about $5,000 per year for financial assistance. No contract was awarded at the meeting; staff expects to absorb program administration within existing capacity and track costs and outcomes.

The council also discussed voluntary annexation incentives, including fee waivers and a property-tax differential, and reviewed potential fiscal and service impacts. Members expressed interest in examining shorter tax-differential periods and other options, while raising questions about costs, staffing, public safety, and the River Road Parks District. No annexation-related vote was taken; the council planned to revisit the discussion on November 9, 2026, when an absent council member could participate. Staff indicated that outreach, right-of-way annexation, and fee-modernization work would continue, while a more detailed tax-differential proposal would require additional staff analysis.
