The City of Glendora City Council meeting on October 27, 2026, addressed several capital, water, and funding matters. The council unanimously approved a transfer agreement for approximately $18.3 million in Los Angeles County Safe, Clean Water Program grant funding for construction of the Finkbiner Park stormwater-capture project; the agreement enables receipt and use of the grant but does not award a construction contract. It also approved a three-year agreement with CivilTech Engineering for fire-flow analysis and hydraulic modeling, with a total not-to-exceed amount of approximately $219,000. The council approved a strategic reserves policy establishing a standard four-fiscal-year replenishment period and required findings for one-time capital allocations, and accepted the monthly capital-project update, which reported roughly $70 million in projects in design, including an approximately $20 million North Glendora Reservoir replacement. Staff reported continued planning for Route 66 paving and the South Hills bike park, with additional bidding and construction anticipated in 2027.

The council also unanimously approved the Measure A local-solutions-fund agreement amendment, with $243,185.93 available to offset homelessness case-management and outreach costs, and approved labor side letters: an estimated $44,000 annual increase for on-call compensation and new compensation and benefits for police captains. It approved the first reading of a nonfunctional-turf ordinance aligning city water rules with state requirements, with phased compliance beginning in 2027. The mayor reported that the city is pursuing possible state support for an estimated $10 million library renovation; no library construction award or funding commitment was made at this meeting.
