The Montgomery County Council Public Safety Committee held a worksession on October 26, 2026, to receive an update on the Public Safety Joint Operations Center (JOC). The capital project renovates space at Public Safety Headquarters for coordinated operations among police, fire and rescue, and emergency management. Funding began at $2.4 million and was reduced to $1.2 million in the FY 2027–2032 Capital Improvements Program for affordability. Officials reported approximately $2.367 million in total funding to date, including CIP funds, general-fund savings, $614,000 in Homeland Security grant funding, and about $100,000 in COVID relief funds. Roughly 75% of capital work is complete, with remaining antenna and radio installations expected by year-end. No procurement award or vote was reported; departments noted that future capital and operating needs may arise as the JOC develops, subject to budget constraints.
Officials described the JOC’s benefits for multi-agency coordination, including police drone and real-time intelligence operations and faster resource coordination during incidents. Police reported that the Drone as First Responder program had handled 2,987 calls year to date and avoided dispatching officers 440 times. Participants cited the recent WSSC water incident as an example of the center enabling a rapid, coordinated response, including deployment of water resources and planning for healthcare facilities. Committee members praised the center’s efficiency and its role as a force multiplier, while emphasizing that it supports rather than replaces public-safety personnel.
