Montgomery County Council session (PM), held October 28, 2026 (the meeting title references October 27), included two approved funding actions: the Council unanimously approved a resolution accepting state grant funds, and it approved Supplemental Appropriation 27-17 to the FY27 capital budget for $45,000 for project P509709 and $496,000 for the Bethesda parking facility renovation (P508255), with state aid identified as the funding source. The Council also unanimously approved the FY28 WSSC Water spending control limits. In a work session on the draft 2027 state priorities letter, members reviewed policy priorities and state capital requests; the draft remained subject to revision, with action tentatively scheduled for November 10.
The main procurement- and infrastructure-related discussion was a work session on long-term solid-waste disposal alternatives. The Council compared continued operation and refurbishment of the Resource Recovery Facility (RRF) with long-haul disposal, including the County Executive’s recommended option of long haul plus advanced waste processing. No selection or contract award was made; staff described the long-haul RFP as pending, with vendor proposals not available to Council during evaluation, and the Council requested further cost and environmental analysis before a decision tentatively planned for November 10. Cost assumptions included a $356 million RRF capital project, while ReWorld had discussed an alternative approach estimated at about $200 million; staff also cited a potential $26 million upgrade for the existing composting facility and an estimated additional $25 million and five years if composting were instead developed at Site 2. The session also included a proclamation recognizing National Healthcare Quality Week; a speaker noted prior County special-appropriation support for a mobile clinic, but no new healthcare procurement action was taken.
