The City of El Paso City Plan Commission met October 22, 2026, to consider land-use and zoning matters. The commission approved a request to rename a 0.35-mile section of Bob Mitchell Drive as Fred Loya Drive; staff said Streets would provide cost estimates and the applicant would pay for the name-change work. It also approved a comprehensive-plan map amendment and C3 rezoning for two parcels along Artcraft Road, subject to staff conditions addressing residential buffers, truck access, emergency-only access from Valley Drive, sidewalks, and other use restrictions. The applicant described ongoing coordination with TxDOT for access, but no final TxDOT approval was reported. A special permit and detailed site development plan were also approved to repurpose an existing building for City Streets and Maintenance offices, vehicle and equipment storage; street-tree installation was discussed and clarified for the record.
The commission considered a proposed Title 20 zoning ordinance establishing a downtown density-bonus program intended to restore residential density flexibility following state legislation. A motion to accept the ordinance was made, but the transcript does not clearly capture a vote on it before adjournment. No contract awards, competitive solicitations, vendor selections, or procurement budgets were identified; the street-name change was the only item with a stated cost responsibility, assigned to the applicant.
