The Bloomington City Council met on October 26, 2026. The council approved consent items 3.1–3.10 by a 7–0 vote and separately approved an amendment to the city’s employment rules (item 3.11) by a 6–1 vote. No contract awards or city procurement decisions were identified. In a study session, staff sought feedback on proposed zoning definitions and allowances for fitness and sports facilities, including in industrial districts. Council members discussed compatibility with industrial uses, traffic and parking, safety, and possible standards; no decision was made, and public hearings were anticipated for December or January.

Hennepin County Commissioner Debbie Goettel briefed the council on county finances, infrastructure partnerships, and funding programs. She cited a $3.2 billion annual county budget excluding capital and an 8.15% proposed property-tax levy increase, and described federal funding reductions affecting the county. She also reported $19.4 million in capital funding for affordable-housing work in Bloomington and $400,000 available through the county tree-canopy grant program, with grants of up to $50,000 for eligible applicants. The county’s public-works cost-participation policy remained under discussion; no related funding or purchasing action was taken by the council.
