Henrico County School Board work session, October 22, 2026: Staff presented the first look at the proposed FY2028 capital improvement plan (CIP), with a total request described in discussion as $35 million. The proposal includes maintaining $20 million for mechanical-system upgrades and $6 million for bus replacement; the board also discussed roofing, playgrounds, security fencing, technology, and facility needs. Staff said the county maintenance contract is supporting preventive work and backlog repairs, purchase orders have been issued to preventive-maintenance vendors for some HVAC projects, and facility-condition findings are being used to prioritize a 10-year project list. Some projects are moving into design before bidding. The board did not vote on the CIP; members will provide feedback before it returns for possible approval at the November meeting and subsequent county review.

Members discussed the meals-tax program, including its $9 million allocation for deferred-maintenance capital projects, and raised questions about inflation and whether funding keeps pace with facility needs. Staff described progress on more than 500 infrastructure projects and explained that staffing, design-firm and contractor capacity, and the ability to work around school schedules constrain how quickly funds can be spent. The meeting also included a year-one strategic-plan update covering student achievement, safety, wellness, staffing, and nutrition; board members requested follow-up information on matters including school-meal costs, staff retention, transportation, and facility conditions. No procurement award or new contract approval was voted on.
