The Flagstaff Housing Commission meeting on October 22, 2026, received an informational presentation on the city’s proposed Rental Assistance Demonstration (RAD) effort to preserve and expand affordable housing at Siler, Brandon, and scattered public-housing properties. Staff said a resolution asking City Council to authorize a HUD application and related implementation steps is scheduled for November 17; it has not yet been approved. A consultant has been hired, an architect has completed site analysis, and staff are finalizing an RFP for a co-development partner. Financing could combine tax credits, grants, loans, and city general-obligation funding from Proposition 442. Staff also described a proposed nonprofit ownership entity, subject to further direction and legal work. Residents’ rent protections and right to remain or return were emphasized. No procurement award or spending vote was taken at this meeting; the August 13 minutes were approved unanimously.
Staff reported completing review of the final ARPA local recovery funding requests, representing $2.6 million in funding. Staff are also finalizing loan documents for a $640,000 adaptive reuse bond-program loan to Urban Loft, which would use the remaining balance of the program’s $3 million allocation; Council consideration is scheduled for November 17. A commissioner additionally reported that a longstanding HUD housing-counseling grant was rescinded before awards, eliminating about $35,000 in annual funding for Housing Solutions. The commission agreed to defer chair and vice-chair elections until Council completes upcoming appointments and reappointments.
