The concurrent October 22, 2026 meetings of the Western Regional Water Commission (WRWC) and Northern Nevada Water Planning Commission (NNWPC) focused on regional water and wastewater planning and FY2028 priorities. The commissions received an update on the ongoing feasibility study of regional wastewater and stormwater management by consultant Raftelis. The study is comparing the status quo with possible wastewater reorganization under TMWA, while continuing to assess stormwater options, financial impacts, staffing, rates, assets, and legal steps. The study is expected to conclude around mid-2027; no contract award or regionalization decision was made. Members also asked whether regionalization could affect federal grant eligibility, and the consultant agreed to follow up.

Staff presented a draft FY2028 professional-services budget of $2.7 million, down from $3.1 million the prior year, with a $1.8 million subtotal for 20 projects before contingency. Wastewater and effluent management ranked as the top priority, and staff said a substantial budget allocation would support the ongoing Raftelis wastewater program. The NNWPC approved a motion to accept the priority-setting results and draft budget detail and recommend their inclusion in WRWC’s FY2028 tentative budget. The WRWC also unanimously accepted its FY2026 audit report; Macy & Associates, reselected in August to continue as auditor, reported an unmodified opinion and no material weaknesses. No new priorities were added, and no new procurement was approved.
