At the October 22, 2026 special meeting, the Redmond City Council began pre-deliberations on the proposed 2027–2028 biennial budget. No contracts were awarded and no final budget votes were taken. Staff discussed updating the proposed CIP from $250 million to approximately $268 million, and council members requested revised materials and further information on several potential investments. Topics included a possible $3.5 million allocation to affordable housing, a $250,000 bike-safety contingency, and a $35 million teen-center placeholder for feasibility and options analysis. The council also discussed the proposed $9 million replacement of Idlewood Park’s concessions and restroom facility, requesting additional project context while considering the estimate.

Other capital and purchasing topics included potential funding for East Redmond corridor improvements, a Wayfinder/community stability hub, and a $50,000–$100,000 tot-lot pilot; staff were asked to bring back options or supporting information. The proposed pavement program includes an in-house paving and concrete crew, equipment such as trucks and paving machinery, and related operating resources; council requested alternatives showing the costs and outcomes of higher investment levels. Staff also presented consultant-led utility, environmental, emergency-planning, and other studies, alongside technology investments and a proposed new department with eight FTEs, about $3.9 million in service-enhancement costs and $2.5 million in one-time startup costs. These remained preliminary budget proposals for future deliberation; no procurement action was approved.
