The Burbank Infrastructure Oversight Board meeting on October 22, 2026, received updates on three major capital projects. Staff reported that the City Council approved the New Burbank Library and Civic Center project on October 13, and that the city selected Clark Construction and SOM as the progressive design-build team after receiving 18 qualifications and evaluating four shortlisted proposals. The project includes a roughly 100,000-square-foot library and city office building, a 310-space parking structure, and a public plaza. Hard construction costs are targeted at $155 million, with total project costs estimated at $185–190 million; design is beginning, with construction anticipated in summer 2027 and opening in spring 2029. The McCambridge Pool replacement is in design, uses design-bid-build, and is expected to go to bid and award in mid-2027, followed by an approximately 18-month construction period. The architect was selected previously; no pool contract award or new spending vote occurred at this meeting.

The board also reviewed the Olive Avenue Bridge feasibility study, which recommended further development of full replacement alternatives. Estimated construction costs are about $108 million for a conventional replacement and $140 million for a signature design; rehabilitation alternatives were estimated at about $40 million and $76 million, with substantially higher lifecycle costs discussed. The city has about $2.4 million in federal funding and is pursuing additional state and federal funds; staff cited a roughly $150 million construction need. Separately, the Olive Avenue Bridge railing and repair project is estimated at $4.5 million, with Measure M funding being pursued and contractor award anticipated in summer 2027; Magnolia Bridge work remains unfunded. The board approved the September 24 minutes, voted to cancel the November and December meetings and meet next in January, and requested an updated capital-project expenditure and funding snapshot before that meeting. No procurement award was voted on during this meeting.
