The Pasadena Unified School District Board of Education’s regular meeting on October 22, 2026, heard the Citizens Oversight Committee’s annual report on Measure O bond spending. For fiscal year 2024–25, the report cited $40,565,597 in capital-project and education-technology expenditures; auditors found expenditures were authorized, while identifying a repeat significant deficiency in year-end accounts-payable closing procedures. The report also noted that $140 million in Measure O bonds was outstanding and that Measure R, approved in 2024, authorized an additional $900 million. The board approved a resolution supporting Proposition 3, citing approximately $34 million in annual district funding at risk if the relevant measure sunsets. Consent-agenda discussion raised questions about Bloom Arts and Alivo purchase orders, including a reported $2.5 million in purchase orders compared with $1.6 million in board-approved RFP funding; staff said it was seeking clarification and that an adjustment was expected. The board also approved a sole-source IMAGO consulting contract related to updating the district’s graduate profile; no contract amount was stated.
The board considered an exclusive negotiating agreement for redevelopment of the former Linda Vista Elementary site. The agreement provides for an initial 12-month negotiating period, two possible six-month extensions, an initial $250,000 escrow deposit and a further $250,000 deposit tied to milestones, plus $50,000 for each extension. The proposed project remains subject to due diligence, community engagement, city approvals, and a later board decision on a ground lease; the park is to remain in its existing location and size. The board approved the agreement. A separate motion directing the superintendent to return in November with a district-transformation process plan failed. Public comments focused on school closures, transparency, and requests to direct bond-funded modernization to specific campuses. Industry tags: Education; Construction & Infrastructure.
