The City of Roseville Planning Commission meeting on October 22, 2026, considered two development matters. For 9000 Foothills Boulevard (File PL26-335), commissioners unanimously recommended that the City Council approve the eleventh amendment to the Hewlett-Packard campus development agreement. The amendment would allocate an additional 15 megawatts of electric capacity to the property, for a total allocation of 19 MVA, contingent on the property owner completing and paying for required infrastructure improvements. It also allows the City to buy back unused capacity after seven years. The amendment does not approve a construction project; future construction would require separate city review.

The commission also unanimously approved a Stage One modification and Stage Two major project permits for a 7,136-square-foot Goldfish Swim School at 1741 Freedom Way (File PL26-0383). No contract awards, vendor selections, or other procurement actions were identified. Staff noted upcoming agenda dates and said the Sierra View Shopping Center appeal would tentatively return to the commission in December for further review; no project design change was reported.
