North Clackamas Schools board meeting, October 23, 2026. The superintendent discussed the district’s $245 million capital construction bond, Measure 3-639, previously placed on the November 2026 ballot. If approved, it is estimated to maintain the current tax rate of $2.37 per $1,000 of assessed value and qualify the district for a $6 million Oregon matching grant. Proposed work includes heating, ventilation and cooling upgrades at every school, outdoor Wi-Fi for emergency communications, responder lockboxes, and security camera and network upgrades. The district said bond funds would be restricted to voter-approved capital projects and that a community oversight committee would monitor expenditures. No contract awards, RFPs, or vendor selections were presented. The board approved the consent agenda 6–0; the transcript does not specify its items.
The quarterly financial report projected a general fund ending balance of approximately $57.8 million, or 15.45% of resources—$19.2 million below the prior year—and noted pressures from declining enrollment, inflation, and rising personnel costs, including PERS. The board also received a hiring and retention update. Community comments focused on school safety and school climate; the superintendent recognized a nutrition-services partnership with Chartwells, but no related purchasing decision was discussed.
