The Town of Penfield Town Board held a work session and public hearing on the preliminary 2027 town and special-district budgets (meeting title dated October 21, 2026; recording metadata dated October 23). The preliminary townwide budget totals $29.7 million, including a $10.1 million property-tax levy. The presentation noted a $450,000 sidewalk-improvement budget, approximately $273,000 in existing developer-paid sidewalk funds, and capital purchases and improvements supported in part by bonding. The board discussed pursuing county funding that could cover 50% of eligible sidewalk work; the proposed projects would require an estimated $552,000 in town funding to leverage nearly $1 million in improvements. The board voted in favor of proceeding with an application to the county, with funding subject to county approval. The budget remains preliminary, with final adoption scheduled for November 18.
The board also unanimously supported moving forward with preparation of an out-of-district sanitary sewer user agreement for a Jackson Road resident; the homeowner would pay the connection costs and applicable fees, and the connection is subject to county permits. Public comments included requests for more detailed budget information and support for sidewalk improvements. The board also began a public discussion of potential future rules and safety measures for e-bikes, but took no regulatory action. No vendor selection or contract award was identified.
