The City of Issaquah Planning Policy Commission met on October 22, 2026, to review proposed code changes for the city’s Promoting Building Investment program in Central Issaquah. Staff and ARCH presented analysis of multifamily tax exemptions (MFTTE), inclusionary housing requirements, development bonuses, and a pilot “Pioneer” program intended to encourage multifamily development amid challenging financing and construction conditions. After discussion, commissioners supported returning with a Pioneer proposal that removes affordability requirements for a limited number of projects—generally favoring three projects with a 100-unit minimum—and asked staff to provide a simplified development-bonus proposal and further comparisons of MFTTE options, including affordability levels, duration, and a sunset date. These were directions for further analysis, not final code decisions; staff will return with revised language before a public hearing and recommendation to the Planning and Development Commission and City Council.

A developer representing Vivark Residential and a housing developers’ coalition urged expanding the Pioneer program, reducing or removing affordability requirements, and reconsidering density bonuses and affordability duration. The commission also heard a council update that parking amendments had been adopted 6–1, including elimination of parking minimums in the urban core and Mixed Use Central Issaquah and a correction to the Tier 2 bicycle-parking provisions. No contracts, vendor awards, or procurement spending were identified; the meeting focused on land-use policy and development incentives.
