# Planning & Zoning Commission, Regular Meeting - October 22, 2026

**Body:** Doña Ana County Government
**Date:** October 21, 2026
**Jurisdiction:** SLED

The Doña Ana County Planning & Zoning Commission’s regular meeting on October 22, 2026, considered two land-use cases. The commission approved case Z26-00009, a zone change from T3 to C3 for a proposed recycling center near I-10 and NM 404; the applicant described plans to buy and process scrap metal and said operations would use semitrailers, on-site storage controls, and concrete surfacing. The commission also conditionally approved a special-use permit for a doublewide accessory dwelling at 1765 Bilbo Road, with the condition that the mobile home be ground-set. Public concerns included well-water contamination, road conditions, and property impacts; staff noted septic systems are regulated by the New Mexico Environment Department. No contracts, purchasing decisions, procurement actions, or related spending were identified.

For September, staff reported 79 residential building permits, including five new single-family homes, along with 10 rooftop solar, 110 electrical, 72 plumbing, and 15 mobile-home permits, and about four commercial building permits. Staff also reported that an appeal had been filed on a previously denied zone-change case and would be heard by the Board of County Commissioners the following month.
