The Orange County Legislature’s Rules, Enactments and Intergovernmental Relations Committee held budget hearings on October 22, 2026, alongside other agenda business. The committee unanimously advanced Local Law No. 9 of 2026, setting controls for automated license-plate readers and surveillance cameras on county property and rights of way. It bars systems that feed local data to open external-sharing networks while allowing controlled, locally managed systems subject to query logs, quarterly independent audits and annual compliance reporting. The presenter said Orange County has no current contract with the private camera and database vendors discussed. The committee also passed a resolution urging New York State to close the voluntary-intoxication loophole in sexual-assault and rape laws.

Procurement and budget actions included approval of two reimbursable New York State election grants: $5,359,112.54 for 2026 election costs and $100,580.93 for mail-ballot postage. In the Board of Elections’ 2027 budget, the committee approved amendments totaling $284,322 for two positions, $8,655 for consulting services, and $95,534 for maintenance contracts; it also approved a $558,410 capital project for voting printers, printer bags, lighter voting booths and election-security bags. Planning staff reported a new bus-fabrication bid had been received after earlier bids were deemed nonresponsive; the county was awaiting confirmation of a responsive bid, with delivery estimated at 18–24 months. Bus purchases are supported largely by federal transit funds, with municipal contributions also noted. The committee reviewed other departmental budgets, including planning’s proposed transit-service expansion, but the transcript records no bus contract award.
