Dayton City Government’s 2027 Budget Work Session for the Economic & Community Development Community Service Area was held October 22, 2026. The proposed CSA budget increases 25.5% ($8.09 million), primarily because of a $7.75 million, three-year Lead Hazard Reduction Grant. Community Development’s proposed budget is $11.2169 million, including about $6.8 million in contracts and materials for grant-related program costs and three grant-funded positions. Other budget items included $810,000 in HOME-ARP funding for downtown outreach, alongside $150,000 from Montgomery County to expand partner capacity; a proposed $3.9194 million Economic Development budget; and a proposed $9.4871 million Airport Support Services budget, with increases including parking contracts and marketing. Airport officials also described an existing cleaning contract, a marketing contract with Rebel Fox, and route-marketing incentives increased from $40,000 to $80,000 per route. No contract award or budget vote was reported; the session reviewed proposed recommendations.

Officials discussed the city’s procurement enhancement program for small and disadvantaged businesses, including reviews of 42 RFPs through the third quarter, participation goals, vendor certification and reported declines in PEP vendor spending. They cited federal-law changes, reduced ARPA spending, project labor agreements, and specialized project requirements as possible factors affecting opportunities for those businesses. Other planned work included lead-safe home improvements, home repair and neighborhood projects, airport improvements, and recreation-facility repairs. The presentation also noted a new golf-course food-and-beverage vendor, without naming the vendor. No procurement-policy change or spending-related motion was identified.
