The City of Boulder City Council held a study session on October 22, 2026, covering a bike security and theft-reduction update and the city’s Wildfire Ready 2030 resilience framework. For bike security, staff reported 14% fewer thefts year over year and a 13% recovery rate so far in 2026, alongside registration and locking education, bike-parking maintenance, and six targeted police operations that resulted in two arrests. Council discussed sustaining the work, secure parking, and future outreach; no procurement awards or spending votes were identified.

On wildfire resilience, staff presented a risk-based framework and four proposed 2027 enhancement areas: home hardening, community preparedness, wildland-urban-interface fuels management, and tactical evacuation. The approved 2027 budget includes about $1.4 million in enhanced wildfire investments; staff is also pursuing roughly $1.25 million in grants and proposing a $600,000 Open Space Fund realignment, for about $1.85 million in additional enhancements and over $3 million in combined 2027 enhancements. The tier-one programs’ current-year investment was estimated at more than $10 million, and a grant application could provide up to $10 million for 2028. No funding motion or vote occurred. Staff plans to report back in spring 2027 on grant outcomes, progress measures, and possible budget realignments; council also urged more ambitious hardening targets and further work on contractor support, evacuation, and code alignment.
