The Blount County Planning Commission met on October 22, 2026. No procurement activity, contract awards, or spending decisions were identified; the meeting focused on subdivision plats and development requirements. Commissioners approved the minutes from September 24. They approved the preliminary plat for Grandview Ridge (13 lots) and conditional plats for two minor subdivisions, as well as the Church and Ramsey property division that would add a fourth lot served by an existing shared driveway easement. Each approval was subject to outstanding staff, utility, environmental-health, or platting requirements as applicable.

For Franklin Overlook, a 49-lot preliminary subdivision, a motion to defer until a traffic study was available failed; the commission then approved the plat with conditions, including completion of infrastructure and traffic-related requirements. The commission also considered the final plat for Manor in the Foothills Phase 4 (39 lots). An initial motion to approve failed 5–6. A subsequent motion to deny, citing infrastructure, lot size, and lack of open space, passed. Discussion addressed the age of the traffic study, road capacity, prior approvals and claimed vested rights, and the possibility of reviewing subdivision regulations. Staff agreed to provide commissioners a list of outstanding preliminary plats.
