Dayton City Commission 2027 Budget Work Session for the Infrastructure Community Service Area, October 22, 2026. Staff reviewed infrastructure budgets and capital projects, including $18.8 million in total infrastructure funding and a $4.4 million allocation for governmental capital equipment and technology. Major planned work includes roadway reconstruction and resurfacing, park and facility upgrades, fire-station improvements, and airport projects. Staff said the Lori Rec Center roof project is designed and expected to go out to bid in early 2027; One South restroom renovations and several other facility projects are also planned for bidding. At the airport, FAA-approved baggage-carousel and snow-removal equipment projects still need to be bid. For the Ottawa advanced-treatment project, staff expects a guaranteed maximum price from construction manager Shook in January, currently trending around $350 million for capital costs; the facility must meet an April 2029 compliance deadline.

The city is negotiating with its selected vendor for the core ERP system after receiving more than 16 proposals and conducting demonstrations; staff expects to bring a contract to the Commission in late November or early December. The five-year modernization is to be funded using accumulated surplus rather than the 2027 budget. For utility billing, the city received more than 19 proposals and narrowed the field to two finalists. Staff noted that the implementation will require substantial employee time in 2027 and may require temporary contracted support, limiting capacity for other initiatives. No spending or procurement votes were taken. Commissioners requested a further budget work session to discuss potential spending priorities, including violence-reduction proposals.
