The October 26, 2026, Dorchester School District Two Board Finance Committee meeting reviewed first-quarter finances, capital projects, contracts, and potential funding for future facility needs. Staff reported that some federal and state grant allocations had not yet been received, and that grant funding is not keeping pace with staff salary and benefit costs. The district’s $200 million 2024 referendum fund had about $2.4 million in savings not yet assigned to projects; approximately 35% of referendum proceeds remained unencumbered as of September 30. Project updates included a $51.7 million guaranteed maximum price (GMP) for The Ponds, with construction awaiting land conveyance, and reported costs above the GMP for Sand Hill Elementary that were being covered with contingency and savings from other projects. The committee also reviewed first-quarter contracts and purchase orders from $50,000 to $250,000, including security supplies, document storage, and referendum- and 8%-funded school improvements. Contracts above $250,000 are brought to the board for approval. No procurement-related vote or contract award was recorded.

Staff presented an early facilities-needs inventory estimating roughly $256 million in deferred maintenance and $109 million in capital renewal, and discussed the need for more planned, rather than reactive, maintenance. Members discussed possible uses of revenue from a proposed county education capital improvements sales tax, including property-tax relief and capital spending, and weighed the effects of reducing debt-service millage on future borrowing and 8% funds. These were discussion options only; the committee made no decision. Staff was asked to continue refining the capital-projects list and provide an updated document.
