🚨 Public Safety

The Clinton County Public Safety Committee met on October 22, 2026. Administration reported that childcare-fund expenditures through the third quarter were within budget, with favorable projected variances and no current need for a supplemental appropriation. Costs are generally shared with the state at 50% or 75%, depending on the expense, though officials cautioned that placements can make spending unpredictable. Juvenile Court provided quarterly service and placement data. The committee also discussed the planned November closure of the local Children’s Advocacy Center because of funding issues; no funding decision was made, but a commissioner suggested the county consider support in the future. Officials said alternative centers in nearby counties may be used, and that a county funding request could arise to address the service gap.

The Sheriff’s Office presented an overview of its operations and resources, then discussed concerns about Flock license-plate-reader cameras. The system had one camera installed, which was shut off, and no further cameras were being installed. The committee discussed safeguards, transparency, access controls, data retention, and the contract’s financial obligations. Members noted that the county had authorized a 24-month contract, with the first year prepaid, and that annual software costs were about $30,000; pausing use does not end the contractual obligation. A motion to pause camera use and further installation until the board decides whether to proceed or discontinue the project carried on a roll-call vote. The chair said they would work with the Sheriff’s Office to review potential safeguards and report back. No other contract award or procurement approval was identified.
