Clinton County Ways and Means and HR Committee meeting, October 22, 2026. The committee approved the budget resolution after discussing a compromise that reduced capital outlay by $25,000 and increased personnel costs by $51,100, for a net $26,100 increase to the recommended General Fund budget. It also approved the 2026 third-quarter budget adjustments, including an estimated additional $60,000 for legal expenses and adjustments related to health, property, and liability insurance; the administration cited collective bargaining, planning and zoning matters, and other legal work as drivers. The committee approved the continuation of the MSU Extension services agreement, which includes an inflationary increase and no changes to covered services. A master plan update RFP for consulting services is expected to be released November 1; an existing on-demand consulting arrangement remains available but is not actively being used.

The economic development report highlighted a $3.8 million school redevelopment project with conditional approval for an $896,000 MEDC grant, and a $1.8 million farmers market project funded in part by a $500,000 community enhancement grant. Members also discussed plans to replace Fowler’s problematic recycling drop-off site with twice-monthly collection, contingent on legal review of the existing funding arrangement and contract. No vote on that change was reported.
