The City of San Rafael Voter-Approved Tax Oversight Committee met on October 21, 2026, to review its annual report and financial results for voter-approved tax measures. Members discussed how general-purpose tax revenues are tracked, the committee’s oversight responsibilities, and the decision to leave the committee’s role regarding the paramedic tax unchanged for now. The committee also reviewed Measure K library parcel-tax revenues and spending, Measure G cannabis-tax revenues and SAFE team funding, Measure E essential-facilities funding and bond debt service, and Measure R sales-tax receipts. Members requested clearer financial reports separating actual payments from encumbrances and purchase-order activity; staff agreed to look into producing a more usable report. No procurement award or spending motion was approved at this meeting.

The committee discussed capital-project planning, including Measure E’s remaining estimated capacity of about $8 million for essential-facilities projects. Staff said a contract for the Measure P project at the Albert J. Boro Community Center site was expected to go to City Council at its next meeting, with the initial phase focused on design and a later guaranteed-price process to refine project scope and costs. The project is expected to take several years. The committee also discussed clarifying which project elements are eligible for Measure P funds. Separately, staff noted the city’s Tyler ERP system transition and that the new payroll labor-distribution process was expected to begin in January.
