The County of San Mateo’s Coastside Design Review Hearing on October 15, 2026, considered a design review permit for PLN2025-00328, a proposed 3,664-square-foot, two-story single-family residence, reduced from an earlier 4,983-square-foot proposal. The committee discussed roof design alternatives, building height, privacy, glare, landscaping, and neighbor concerns. The applicant said the proposed second story above the garage had been eliminated. The committee approved the project by motion, with conditions addressing tree replacement and planting of 18-foot trees along the specified property boundary, and requiring plan updates, including documentation of the frosted bathroom window. Staff recommended, and the project was found eligible for, a CEQA Class 3 exemption. No procurement, contract, or spending action was identified.
Staff also reported that new coastal-area building permit applications remain paused because the County exceeded a unit cap in its Local Coastal Program. The County is preparing an amendment to use credits for previously unused units, which must proceed through County review and Coastal Commission certification before permits can resume. Staff said permits might reopen by year-end or early 2027, depending on the process; applications would generally be handled in approval-date order, with priority for qualifying permits canceled during the moratorium. This was a permitting and land-use update, not a purchasing decision.
