The City of Mount Vernon Development Services Council Committee met on October 21, 2026, for comprehensive-plan updates and 2027 departmental budget presentations. Staff reported that the land use, housing, and economic development elements had been sent to the state Department of Commerce for review, with Planning Commission public hearings planned for November and December and anticipated Council consideration in December. Discussion highlighted proposed residential uses in the C-2 zone and development-capacity estimates; staff said the land-use element would be revisited after a land-capacity analysis in 2027. No procurement-related vote or contract award was recorded.

Budget discussions included a planned permit-intake software pilot that would work with the city’s SmartGov system, with a Council demo requested; Development Services also cited a $208,000 increase in reimbursable professional-services expenses, including about $183,000 for Commerce-funded climate work. IT outlined a phased Laserfiche records-management rollout through 2028 and discussed cybersecurity staffing and technology replacement planning. Parks presented capital needs including $200,000 for pickleball-court expansion and $100,000 for preliminary skate-park work. The lodging-tax advisory committee recommended competitive 2027 tourism awards, including $32,500 for the Downtown Association and $30,500 for Parks and Recreation events; Council had not made its final funding determination. Staff also described a potential county contribution of up to $25,000 per paramedic student for as many as two students and a grant-funded fire-gear extractor, without reporting a final award or purchase decision.
