Tempe City Council work study session, October 22, 2026: Council received an update on the 2026–2029 opioid response plan, which is supported by state and federal grants, opioid settlement funds, and separate federal funding for a first-responder program. Staff described prevention, recovery, and enforcement activities and reported program results; council members asked about funding sources and program effectiveness. No funding allocation or procurement action was approved. The council also reviewed the draft Transportation Plan 2050, developed with consultant HDR. Staff emphasized that the plan is a long-term vision document, not a funded project list; future implementation will depend on annual budgets and outside funding.

Staff presented findings and recommendations from the West Cemetery assessment, including roadway, drainage, landscape, accessibility, and historic-marker work. The assessment’s planning-level infrastructure estimate exceeded $2.6 million; a subsequent estimate for roadway and drainage improvements was approximately $3.5 million. Staff said design could begin as early as winter or spring 2027, subject to further evaluation and funding. Council discussed possible funding sources, but staff noted the 2024 general-obligation bond authorization had been fully allocated and any changes would require reprioritization. No contracts, bids, or expenditures were approved during the session.
