Jersey City Municipal Council meeting, October 21, 2026: The council approved a $200,000 appropriation from the city capital fund balance to acquire snow-removal equipment (Ordinance 26-085), unanimously adopting the ordinance. It also approved, 9–0, Resolution 26-715 awarding Herk Rentals, Inc. a contract under a state contract for rental, maintenance, installation, and breakdown of a chiller system for the Jersey City Ice Rink. Resolution 26-718, also approved unanimously, authorized competitive contracting to procure a contract for a community mental-health crisis response to 911 and other calls; council members clarified this approval authorizes the procurement process and RFP release, not the RFP itself. The stated urgency was to meet the RFP’s mandatory 20-day public advertising window. Other approved resolutions included an amendment supporting the Right to Counsel program and a mobile hygiene unit partnership with Garden State CDC.

The council did not advance proposed rent-control Ordinance 26-089, which would change exemptions for newly constructed dwellings in redevelopment areas. Sponsors said they intend to introduce it at the November 12 meeting; tenants urged action, while opponents raised concerns about possible effects on city revenue, with estimates of roughly $30 million in potential losses discussed. The council also approved local support for renewing Downtown Flower LLC’s cannabis-retail operation by a 7–2 vote, with Councilmembers Ephro and Little opposed. No vote to award a contract for the mental-health response occurred at this meeting.
