The Jersey City Rent Protection Special Investigation Committee held a public hearing on October 6, 2026, to hear residents’ concerns about landlord-tenant relations, rent control, housing conditions, and affordability. Much of the testimony focused on four Newport buildings containing an estimated 271 moderate-income apartments. Residents said they had received little notice that Newport had ended its participation in a housing program effective July 28, 2026, and feared sharp rent increases and displacement as leases came up for renewal. Committee members discussed the discrepancy with information indicating the related tax abatement runs through December 2028; a member cited Ordinance 25-126 and an estimated $3.8 million tax payment associated with the abatement. Members said they would seek documents, contact city housing officials, and organize a community meeting. No contract award, purchasing decision, or procurement activity was identified.
Other residents described alleged illegal rent increases, unaddressed building hazards, harassment, utility billing under ratio utility billing systems (RUBS), and difficulty obtaining legal assistance. Speakers urged stronger enforcement, expanded tenant protections, access to apartment rent histories, and consideration of receivership for persistently noncompliant properties. The committee discussed the timing of its interim and final reports and voted to pursue clarification or amendment of its establishing resolution at the next council meeting. Members also said the committee would continue public meetings and investigate rent-law enforcement; no spending action was taken.
