The City of Albany, Oregon, Community Development Commission met on October 19, 2026. The commission reviewed how it will prioritize applications for the next Community Development Block Grant (CDBG) funding round. Staff described approximately $300,000 in annual HUD funding, with public-service activities limited to 15% of the award—typically about $50,000–$55,000. Members discussed revising the application scoring criteria, including adjusting points for housing stability and affordability, comparing public-service and non-public-service proposals separately, and possibly creating separate applications for those funding categories. Staff will revise the criteria based on the commission’s feedback; no grants or contracts were awarded at this meeting.

Staff also reported that the city’s construction excise tax fund has accumulated about $90,000 and could reach roughly $300,000 by the end of the following year, depending on construction activity. The phased rates are set to reach 0.75% for residential construction and 1% for commercial construction. The commission discussed using future excise-tax proceeds to support housing-related activities under the applicable state requirements. Members approved the September 14 minutes and agreed to move the next meeting up by one week to continue reviewing the application materials.
