The Caroline County Planning Commission’s regular meeting on October 22, 2026, included a work session on M.C. Dean’s proposed planned industrial park rezoning. The approximately 600-acre project proposes two 1.5-million-square-foot buildings and two 200,000-square-foot buildings, developed in phases. Proffers include a 500,000-gallon water tank for the county, water and sewer connections, transportation improvements to be determined through VDOT review, and dedication of a roughly 15-acre recreation area. The applicant said it would provide transportation improvements required by VDOT and work with the county on recreation facilities. Commissioners raised concerns about traffic impacts, access, buffers, tree clearing, and the timing of the park; the traffic impact analysis and agency comments were still pending. No vote was taken on the project, which was discussed at a work session rather than a public hearing.
The commission approved the prior meeting’s minutes and voted to initiate zoning ordinance amendments addressing cannabis and other age-restricted uses, wireless facilities, small portable solar devices, manufactured housing and accessory dwelling units, and minimum off-street parking requirements, along with housekeeping amendments. The cannabis amendments were identified as time-sensitive, with staff describing a preferred county action timeline in early 2027 ahead of state licensing decisions. No contract awards, vendor selections, or other procurement activity were identified.
