Ogdensburg City Council’s 2027 Budget Work Session #2 was held October 22, 2026. The council reviewed the library, water, and sewer fund budgets; no contract awards or procurement votes were made. The water budget projects revenue up 1.6%, expenditures down about $57,000, an $80,000 transfer to a future-capital reserve, and a $595,378 transfer to the general fund for allocated costs. The sewer budget also includes an $80,000 reserve transfer and a $592,007 general-fund allocation. Capital-equipment allowances include $57,000 in the water fund and $55,000 in the sewer fund toward larger equipment such as a dump truck. Sewer equipment maintenance rises from $55,000 to $100,000, including periodic replacement of UV-system components; chemical costs are reduced based on operating experience. Officials also discussed higher utility and insurance costs, with insurance budgeted 10% above last year pending a quote from the city’s broker.

A major discussion concerned how to fund roughly $525,000 in local shares for the Green Resiliency and New York SWIMS grants: $325,000 for Green Resiliency and $200,000 for SWIMS. Options included using fund balance, borrowing, or a combination; council members expressed preferences among the options, but deferred a decision to Monday’s meeting. Officials reported $33 million in total outstanding bonds, with $28.7 million in water and sewer debt excluded from the constitutional debt limit; net debt was about $4.4 million against a $24.8 million limit. Council also discussed a proposal to reduce the property-tax levy by $60,000, using $30,000 of fund balance and expenditure reductions, including a proposed $41,000 reduction in traffic-light expense. No final budget changes were approved at the workshop.
