The City of SeaTac Transportation & Public Works Committee meeting on October 22, 2026, considered two proposed on-call engineering contracts. Staff requested that Agenda Bill 7006 be placed on a future City Council consent agenda for action, authorizing the city manager to execute a two-year contract with David Evans and Associates (DEA), not to exceed $600,000, and a two-year contract with Transpo Group USA, not to exceed $200,000. DEA’s work includes civil/geotechnical engineering and design for the 2029 overlay project; its contract would be funded by the 102 and 307 funds. Transpo Group was selected as the most qualified of two firms that submitted qualifications for traffic engineering services, and its contract would be funded by the 102 fund. Both contracts may be extended for up to two years by mutual agreement. Committee members supported forwarding the item on the understanding that staff clarify extension pricing and terms, provide selection scores, and return the renewal question to the committee before any extension. Staff said contract language was still being revised, so council consideration may move from November to late November or early December; no formal vote count was stated.

Staff also reported that the Airport Station project is being prepared for rebidding, targeted for January 2027, following updates to specifications and contractor-qualification criteria requiring FHWA approval. A change in Puget Sound Energy requirements for undergrounding private electrical services may affect costs and schedule; staff is seeking a variance and plans to provide a committee briefing, with a possible code amendment if the city needs authority to compensate affected private property owners. Separately, staff is coordinating with King County Metro on potential bus-stop improvements and estimates for work planned in 2027; Metro may provide benches and contribute materials or construction funding. No award or purchase approval for those items was reported.
