The Otsego County Administration Committee met on October 22, 2026. Members approved several budget actions, including $55,000 from contingency for vehicle repairs related to insurance claims, a $4,165 insurance-recovery transfer for claim repairs, $300,000 in matching daycare revenue and expenses, and foster-care transfers of $50,000 and $100,000. They also approved $238,000 from contingency for safety-net housing costs. The committee discussed tight county finances, including projected expenses exceeding revenues and likely use of fund balance. For 2027, it approved solid-waste fee increases intended to support an estimated $250,000 operating surplus, while keeping the household user fee at $40 per unit and residential recycling free.
Procurement and contract actions included approval of 2027 highway equipment purchases, subject to the adopted budget: a sod loader ($320,000), Gradall ($570,000), trucks and pickups ($282,000 total), a self-propelled broom ($100,000), and two mowing tractors ($150,000 total). The committee approved a hazardous-materials response vehicle purchase not to exceed approximately $136,653 from shared-services funds; renewed Leather Stocking Trolley Company service for $71,600, a 3.7% increase; accepted the Bondado RFP response (RFP 26OT009) for $54,000 in 2027, down from $82,000, and authorized contracting subject to budget funding; and approved a $13,474.46 annual electronic-health-record contract, a $26,100 state real-property system agreement, and other contract and budget amendments. It also approved a $22,318 transfer for Southern Transfer Station construction-related fees and increased the planned multifunction-printer click budget from $44,000 to $54,000. The county’s insurance representative anticipated an overall renewal increase of about 5% and said property and inland-marine coverage would be shopped; staff will coordinate with the insurer about ransomware-protection options. Most procurement-related motions described in the transcript passed.
