The Waco City Council’s October 20, 2026 work session reviewed several procurement and capital investment items scheduled for later consideration. Staff recommended a $1.15 million Kimley-Horn agreement for a two-year citywide ADA Title II self-evaluation and transition plan, below the $1.2 million estimate; identified future accessibility work as potential capital projects. Staff also presented a $196,000 professional-services agreement with the Better Block Foundation for community engagement and a 12-month pilot activation at 2423 Cole Avenue in the 25th Street corridor. For the proposed East Waco mixed-use redevelopment, Placemaker Pro was selected through an RFP process; its estimated project investment is $37 million, with city/TIF incentives capped at $6 million, including previously encumbered affordable-housing funds and reimbursements for public improvements. The proposal also includes conveyance of city land subject to contract protections. The consent agenda included $900,000 in TIF 1 funding for Jackson Avenue sidewalks and lighting, with design to follow approval. On the Gibbon Lake repair, staff reported a $1.6 million CIP budget, just over $910,000 spent or encumbered, and remaining work for storm-sewer repairs and other upgrades; approximately $324,000 was expected to return to fund balance if plans proceed. The transcript records discussion and recommendations, but no votes on these items during the work session.
Council also discussed a prospective six-to-eight-month update to zoning rules for alcohol-related businesses, venues, breweries, distilleries, and related uses. Staff will research definitions, zoning districts, operating standards, and stakeholder input; a separate, expedited coffee-shop definition may come before council in November or December. These proposals could clarify future business siting and operating requirements, but no ordinance changes were adopted at the work session. Other briefings covered the annual water-disinfectant maintenance process and five zoning cases scheduled for public hearings.
