The October 20, 2026 Winchester Planning Board meeting included discussion of a proposed Forest Ridge conservation acquisition, development-plan changes, and zoning matters. The Conservation Commission presented a June 2026 appraisal of $2.85 million for Forest Ridge and described potential outside funding, including a $250,000 state budget earmark, other state acquisition-related awards, and a possible federal grant of up to $1 million. The proposal would use Community Preservation Act funds and borrowing; the estimated bond amount was about $2.2 million, with annual debt service of roughly $135,000. Town Meeting authorization for an eminent-domain taking and a separate funding approval would be required. The board discussed appraisal and funding risks but took no vote on the acquisition.

For the approved 25 Waterfield Road project (56 apartments), the board voted that removing specified cornices—with deeper trim boards substituted—was an insignificant change; the applicant said the cornice revisions represented at least $50,000 in savings amid budget pressures and that it was seeking additional state funding. The board also voted that the revised parking-gate arrangement was an insignificant change; the applicant plans to present a parking management plan to the Select Board. The board approved the Rocky Ledge Terrace subdivision-plan modification, subject to final plan endorsement, town engineer approval, and outstanding stormwater information. It also approved a zoning eligibility finding supporting use of a simple-majority Town Meeting vote for a rezoning petition, and approved and authorized signing the written decision for 1016 Mount Vernon Street.
