At its October 20, 2026 meeting, the Iowa City City Council approved several property and capital-project actions. By 7–0 votes, it authorized the sale of 1913 Taylor Drive for its appraised value of $170,000 through the South District affordable-homeownership program; the eligible buyer may receive just under $25,000 in down-payment assistance. The council also approved project manuals, cost estimates, and bidding arrangements for the Highway 6 Trail from Broadway Street to Fairmeadows Boulevard, estimated at $2.1 million and supported by $520,000 in federal TAP funding, and for replacement of two rooftop HVAC units at the Robert A. Lee Recreation Center, estimated at $357,000. Both resolutions passed 7–0.

The council also approved first consideration of an ordinance establishing a city fee and framework for using Barnacle vehicle immobilization devices instead of towing, passing 7–0. Staff described a potential four-unit pilot using a subscription estimated at about $300 per unit per month (approximately $15,000 annually) and proposed a $50 city service fee; no vendor contract has been awarded, and council discussed accessibility, fee levels, and contract approval. An amendment to further restrict the dates and hours when fireworks may be discharged was also introduced for first consideration. No other procurement awards were identified.
