The Lowell Sustainability Council’s October 22, 2026 meeting focused on the council’s role and its working relationship with the city. Members discussed restrictions on inviting city presenters, scheduling meetings during November and December holidays, delays in processing new-member applications, and the lack of regular meetings with the city manager. The council voted to approve its August 27 minutes and, separately, to send a letter to the city manager through the sustainability director’s office requesting a discussion about improving the council’s effectiveness and partnership with the city.
Members also discussed the zoning rewrite and data centers, noted that a planned quarterly meeting with Markley had been canceled and not rescheduled, and referred to prior council recommendations on building standards and the specialized stretch code. A Mass Save bus-advertising effort was reported as in progress. No contract awards, solicitations, vendor selections, budget allocations, or other procurement activity were identified.
