The Groton Inland Wetlands Agency held a special meeting on October 21, 2026, to classify the wetlands application for The Grange at Mystic, a proposed 223-unit residential community on approximately 80 acres near Noank Ledge Road and Sandy Hollow Road, and decide whether to hold a public hearing. The agency voted 4–1 to classify the application as a minor activity after a motion to classify it as major failed 1–4. It then unanimously voted to hold a public hearing in the public interest, scheduled for November 18. No contracts, purchases, procurement awards, or spending decisions were identified.

Discussion focused on wetlands and regulated upland review areas, including possible vernal-pool characteristics, connections between wetlands on and beyond the parcel, and potential effects of site clearing, grading, stormwater basins, and utilities. The applicant’s representatives offered to provide additional information on these issues and respond to outstanding staff comments. The agency reminded members and the public that substantive comments and evidence must be part of the public-hearing record; public comments submitted before the hearing should be resubmitted for consideration.
