The Orem City Planning Commission held a work meeting and regular meeting on October 21, 2026. The commission unanimously approved the Funez preliminary subdivision at 115 West 100 North, comprising two 8,718-square-foot lots with the overhead power-line easement shown, and unanimously approved the Smarty site improvements at 1475 South Sand Hill Road. The Smarty plan adds 16 parking spaces, about 16,000 square feet of landscaping, 42 trees, and stormwater improvements. The commission also unanimously recommended that the City Council amend city code to prohibit creation of lots spanning multiple zoning districts; staff said the change would clarify the approval process rather than automatically prevent development.

The work session focused on how the general plan’s land-use map should guide zoning decisions, including whether mapped designations remain appropriate as the city changes. Staff discussed Wolverine Flex returning for consideration as a planned-development zone and reported that the City Council had approved text amendments concerning nonconforming signs and ADU/DADU definitions. No contracts, vendor selections, purchasing decisions, or spending allocations were identified; the actions concerned subdivision, site-plan, zoning, and code matters.
