Upper Darby Township Council meeting, October 21, 2026: Council approved Resolution 37-26, declaring the Township’s intent to reimburse itself from future debt proceeds for real-property acquisitions and related governmental improvements. The future bond issuance is not expected to exceed $7 million; the Township reported $13 million available in its capital reserve. The administration presented a proposed 2027 budget, including a $97.7 million general fund, a $12 million sanitation fund, and a $13.9 million sewer fund. The proposal would raise the trash fee from $325 to $425 and the sewer fee from $280 to $300, and includes eight additional firefighters and $850,000 in firehouse operational support. Council tabled action on authorizing publication and advertisement of the proposed budget while members seek additional information; no final budget was approved. Budget hearings were scheduled for November 10 and 18.

The budget presentation also outlined alternatives to the proposed trash-fee increase and warned that using approximately $2.5 million in fund balance could affect the Township’s credit rating. Residents urged the Township to consider conserving Mazino Forest; officials said no land-development submission had been received and no decision or timeline for pursuing conservation had been set. In other business, council members discussed questions about fuel transactions involving Guilford Fire Company and EMS; the immediate fueling issue had been addressed with fleet cards, and records and further committee review were sought. A motion to add consideration of a legislative hearing to the next agenda did not pass.
