The City of Norwalk Planning Commission special meeting on October 14, 2026, considered three housing-related planning amendments and two city real-property actions. The commission unanimously recommended City Council approval of Zoning Text Amendment 2026-03, establishing objective design standards for qualifying multifamily and townhome projects, and Amendment 2026-04, updating ADU, low-barrier navigation center, and special-needs housing rules to address state requirements. It also unanimously recommended approval of General Plan Amendment 2026-01, revising the housing element in response to state housing requirements and a settlement agreement. No contract awards, vendor selections, or spending amounts were reported.
The commission also unanimously adopted resolutions finding the city’s proposed ground lease of a portion of 12105 Pioneer Boulevard (Resolution 26-20) and proposed acquisition of 10921 Firestone Boulevard, a vacant parcel formerly used for telecommunications easements (Resolution 26-21), to be in conformity with the General Plan. Lease or purchase terms and dollar amounts were not provided; the findings enable the transactions to proceed for further consideration. Staff also announced that Dutch Bros is planned for a site near Sprouts and that Tiara Mia is working through inspections, with both businesses aiming to open before year-end.
