The Attleboro Municipal Building Commission met on October 21, 2026, to review the water treatment plant project. The temporary Wading River facility remained offline while the Water Department continued sampling manganese levels three times daily. At the permanent facility, construction had progressed through the base slab and into the below-grade tank walls, along with water-main and electrical-conduit work. The project team reported that the work was generally on schedule and budget, with the project about 20% complete. The construction contingency is just under $1.65 million.

The Commission reviewed the change-order log, including drainage adjustments and three added leaching pits, a change to ductile-iron drain piping at headwalls, and handrail and drawing clarifications. No formal change order had yet been issued; additional proposed changes were expected, and one listed item included a $7,424.50 credit. Members also discussed State Revolving Fund financing excluding building-permit costs, with the ineligible permit amount stated unclearly in the transcript. The Commission approved the recommended invoices, including Daniel Connell Sons’ $713,663.75 invoice, with 5% retainage still being withheld; other invoice amounts are garbled or incomplete in the transcript. The motion passed, but the transcript does not preserve the vote count.
