The City of Fargo Liquor Control Board met on October 21, 2026. The board approved the transfer of the Class ABH liquor license for the Ramada Fargo from Fargo Doublewood LLP to GHM Fargo Holding Company LLC, following discussion of the foreclosure and a pending sale. Members also approved a liquor-license transfer for Red Lobster involving new investors, with no change to the location or other license details. The board discussed concerns about charitable gaming organizations’ financial involvement in bars and license transfers; staff will work with the City Attorney’s office to review state developments and practices in other municipalities. No procurement activity was identified.

Staff reviewed plans for a new airport liquor-license classification. Once Sky Dine completes security work and applies, the license will be awarded through a lottery. The Class A license fee is $115,000, with an annual fee of $1,700; the airport’s existing Class A license is expected to return to the city as the new classification is established. The board also received a police report noting a decrease in completed liquor-establishment forms, from the 20s to five, and was told that additional review is underway.
