The City of Franklin, Wisconsin Common Council Committee of the Whole held an elected-official training session on August 17, 2026, presented by the League of Wisconsin Municipalities’ general counsel and assistant general counsel. The training covered Robert’s Rules of Order and Wisconsin open meetings and public records laws, including notice requirements, closed sessions, records retention and disclosure, and electronic communications. The presenters also reviewed First Amendment considerations for government and individual officials’ social media pages, including public-comment policies, viewpoint discrimination, and archiving.
