The City of Franklin Common Council met on October 6, 2026. Procurement and development actions included approval of development, stormwater maintenance, and easement agreements for the Potts General development at 7154 S. 76th Street; the development agreement references a letter of credit exceeding $2 million. The Council awarded the Water Tower Park project to the lowest qualified bidder, Diversified Drainage LLC, for $45,627; the City expects reimbursement through an approximately $140,000 National Fish and Wildlife Foundation grant. It also approved an amendment for additional geotechnical and pavement-design work at the Franklin Business Park, and a $276,000 environmental studies and remediation grant agreement with Willcraft Properties LLC under the previously approved $300,000 TID 11 budget.
The Council approved a $22,700 capital-outlay appropriation for City Hall flooring repairs after reconsidering the item; it passed on a roll-call vote with four in favor and one abstention. It also approved an agreement with Sign Effects, Inc. for a Franklin welcome sign (the lowest proposal under the City’s $25,000 threshold for a minor RFP), a web-based fire-inspection records system, and the purchase of two powered stair chairs using EMS supply funds and Act 102 grant funding; costs for these latter items were not stated. The Fire Department received authorization to auction two surplus trailers, estimated to bring in about $5,000 collectively. The Council also approved vouchers and payroll. A resident raised concerns about an alleged shortfall in contracted property inspections, but no Council action on that complaint is recorded in the transcript.
