🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The October 21, 2026, Salinas Planning Commission meeting considered two land-use items with development and funding implications. The Commission voted unanimously to recommend that the City Council approve Quick Quack’s planned-unit-development permit for a 3,337-square-foot vehicle wash at Northridge Mall. The proposal includes 24 covered vacuum stalls and landscaping; a new condition requires the applicant and adjacent property owners to secure a recorded reciprocal-access agreement before a building or grading permit is issued. The recommendation also finds the project categorically exempt from CEQA, with final consideration left to the City Council.

The Commission also voted unanimously to find the proposed City acquisition of 43 Soledad Street, currently owned and operated by Victory Mission, consistent with the 2020 General Plan; this was a conformity finding, not final approval of the purchase. Staff said the City Council had authorized negotiations and that up to $1.085 million in Community Development Block Grant program-income funds was allocated toward the acquisition. Staff described the purchase as part of Chinatown revitalization and site assembly, and noted that a future RFP is planned to attract developers for other City-controlled Soledad Street parcels, including sites intended for affordable housing. No developer or vendor was selected and no contract was awarded at this meeting.
