The Coffee County Budget & Finance Committee met on August 27, 2026. The committee approved budget amendments, including carrying forward funds for ongoing capital projects and returning $298,563 to the unassigned fund balance. A separate general fund amendment reduced fund balance by $418,484 to account for revenue and expenditure adjustments, including lower jail telephone commission revenue and estimated $18,000 utility costs. Members also discussed Bonnaroo-related sales-tax revenue, but no procurement action resulted.
County Highway Department Director Benton Bartlett requested help funding the 20% match for two Safe Streets for All grants—about $53,000 per grant, or $106,000 total—to support road-condition scanning and assessment services; the grant funding was described as totaling roughly $530,000. CER Engineering had provided a $265,000 quote, and the department was also considering equipment and services from Civil/CYVL. Members discussed the grant’s restriction on paving and whether the work must be bid, but made no award or funding commitment; they voted to postpone consideration until the next meeting for a vendor demonstration and further information. The committee also discussed the J Sartin Road water-line project, including a possible $15,000 contribution from a property owner and a county contribution, contingent on written commitments and Manchester’s agreement. No vote or final spending approval was recorded for that project.
